    It is probable that after having saved the army from rout, the Fifty-fourth Massachusetts, the First North Carolina, and the Eighth United States Colored Troops, will have given another element to Congress to withhold from them the pay due to them as soldiers, and to insult them by pressing for the application against them of laws and regulations never intended fairly to apply to their case.
